Police powers may be expanded in Russia

It is necessary to extend the powers of the authorities in Russia, Deputy Interior Minister Igor Zubov said.

"A policeman should have the right to all cases of exigency. If he does not have this right, but he has the need, interests protected by law will be affected. But he should exercise this right only in a strictly limited framework," the deputy head of the Interior Ministry said.

According to Zubov, the expansion of the powers of the Ministry of Interior will fill gaps in the legislation, while maintaining strict control over the activities of the police.

On July 1 deputies of the State Duma Committee on Security, headed by Irina Yarovaya, presented a bill to the State Duma, which extends the right of police to use weapons in case of emergency.

For example, guards are not now allowed to open fire on women. The bill specifies that this limitation will apply only to women "with visible signs of pregnancy." A shooting "would only be allowed in the case of a hostage situation or an act of terror."

The deputies also offer to establish a 'presumption of trust' for the police. It is supposed to establish that "the state guarantees the presumption of trust and support for police officers during the performance of their duties."

The draft bill also provides the police with the ability to search a civilian's car without a warrant if they believed it to be carrying illegal items. MPs also offered to expand the circle of persons whom citizens can contact if they are arrested by the police.

Russian  Air  Defense  Forces  Fire  Pantsir-S1  Missiles  at  Contest

Russian air defense forces were pitted against each other in a contest which involved the new and internationally popular Pantsir-S1 system.

Russian air defense forces conducted air defense drills using the Pantsir-S1 air defense system in the Republic of Buryatia, as part of the professional competition "Keys to the Sky — 2015."

The Pantsir-S1 air defense system has been shipped to eight countries, including most recently Iraq, which made several large purchases from Russia to assist in its fight against ISIL. According to Russian Deputy Prime Minister Dmitry Rogozin, international orders for the export version of the system have been booked up to 2019.

The exercises took place in the form of a competition, which pitted crews from different military districts and forces against each other in their ability to shoot down the opposing force's fighters and close air attack aircraft.

The framework is similar to that of the Aviadarts competition for pilots and the Tank Biathlon for tank crews. The Aerospace Defense Forces won first place, with the Eastern Military District taking second place and the Southern Military District coming in third.

"During the competition, crews conducted simulated launches against an opposing force's planes, whose role was taken on by crews of Su-30SM fighter jets and Su-25 attack aircraft of the Eastern Military District. They also conducted live missile launches against targets which imitated the flight and characteristics of modern and prospective means of aerial attack of an opposing force," the Ministry of Defense said.

Other air defense systems used in the contest included the S-400, the S-300PS, an the S-300PM1. The modernized Pantsir-S2 air defense system is expected to enter service in the Russian military later in 2015.

One Shot, One Kill: Russia Develops New Ship-Sinking Artillery

Source : http://sputniknews.com

Russia's defense industry is developing new delayed-action detonators, which could allow for more effective strikes against ships.

Russia's NIMI (Engineering Scientific Research Institute) is developing artillery shells with intellectual, programmable detonators which allow naval artillery to destroy enemy ships with one shot, institute department head Valery Lebedev told RIA Novosti.

When the shell hits a ship, it first penetrates its hull and then detonates the shell following an optimal delay, delivering irreparable damage to the ship, according to Lebedev. The US Navy is also known to be developing a similar system within the framework of its MEMS microchip project.

"The international trend that we follow is the creation of intellectual detonators which allow for the explosion of the shell in optimal temporal and spatial coordinates," Lebedev said.

He added that the new shells would greatly increase the effectiveness of gunning at naval, coastal and aerial targets by reducing the expenditure of shells needed to devastate targets.

Lebedev called the creation of low-sensitivity explosives and gunpowder another prospective direction for the institute. The explosives would greatly reduce the probability of unintentional detonation, during situations including fires at armories and combat zones.

ST. PETERSBURG, July 4. /TASS/. Russia’s United Shipbuilding Corporation (USC) has lost no foreign clients over sanctions, USC Military-Technical Cooperation Department Director Alexey Dikiy said Saturday at the International Maritime Defense Show (IMDS) in St. Petersburg.

"We have retained all clients we had before the sanctions, no one’s left us. It seems to me sanctions make no difference here," Dikiy told TASS.

"We have mainly oriented ourselves in military products to our traditional partners - India, first of all, of course, Vietnam, Southeast Asia countries, a few states of the Mediterranean region. We have retained all these customers," he said.

Besides, Dikiy recalled, the USC’s traditional clients are former Soviet republics. "They have certainly remained too," he said.

For incorporation of Crimea after last year’s coup in Ukraine, Russia came under sanctions on the part of the United States and many European countries. The restrictive measures were soon intensified following Western and Ukrainian claims that Russia supported militias in self-proclaimed republics in Ukraine’s southeast and was involved in destabilization of Ukraine.

As countermeasures, Russia imposed on August 6, 2014 a one-year ban on imports of beef, pork, poultry, fish, cheeses, fruit, vegetables and dairy products from Australia, Canada, the European Union, the United States and Norway.

The Russian authorities have repeatedly denied accusations of "annexing" Crimea, because Crimea reunified with Russia voluntarily after a referendum, as well as claims that Moscow could in any way be involved in hostilities in Ukraine’s east.
